Good evening fellow Kindred,
It's been two months since the Emperor was crowned. In that time we've seen a great many things. Now I could spend a lengthy long time explaining it all to you, telling you about it and probably causing you to ignore most. But I'm not going to. Go ahead, pause now to thank me. Either way, I am in no way here to tell you about the Empire's well-being. What I am going to tell you about is a great injustice has been avenged, an evil unlike any other we've ever seen or heard of has been eradicated. I do not often celebrate endings, but this end is one that should be heard loud and wide.
If you remember, the night the Emperor was Crowned, the creature known as Venatrix (not to be confused with the kindred of the same name) appeared before us and demanded a sacrifice. It was a brave member of the Sanctified who sacrifice himself in order to free all in the room. We honor him. In honoring him, I can tell you members of the Sanctified, the First Estate, the Acolytes, and the Dragons all gathered together their collective skills in the most ambitious hunt for the embodiment of evil. These pillars of kindred Society put aside difference of Covenant, not all were Prima, but all worked with the Prima Invicta in lead to guarantee the destruction of our most dangerous enemy. I speak of Venatrix.
After in-depth research, extensive planning and a large amount of resources spent, these individuals set off to kill Venatrix. I have been told the detailed story, one that bares sharing only by those who were present. I will tell you this, their victory is commendable, amazing and worthy of the utmost praise. We have proven Kindred Society can work together as one towards the defeat of an Evil. The Prima Invicta has proven it's vow to protect Kindred Society from Evil and seen to the end of this demon.

The following is a document sent to me by the Imperial Harpy. While it does not answer your questions directly, much can be implied from the vagaries within. Specifically, the jurisdictions of the officers seems to be at those officers' discretion- much like a Sheriff is empowered by a Prince to use his own discretion. This is naturally a necessity for such a large organization or it would be tied down by bureaucracy.
While I neither support or condemn this organization and it's structure at this point, I do believe that the discretion given to these officers to execute their duties will often come into conflict with a Prince's sovereignty. Only careful diplomacy or further description or precedent will slow the frequency of these conflicts.
Official Government of the Empire By Imperial Edict on the Twenty-Sixth of July in the Two-Thousand Twelfth year of our Lord, I, the Right Honorable Sir Hamilton, Voice of His Imperial Majesty, Emperor Clement, hereby transcribe the structure of the most Holy Empire.
His Imperial Majesty grants authority to his most loyal subjects in five distinct and clear avenues, each overseen by Imperial officers who have the honor and privilege of reporting directly to the Emperor.
I) Viceroys
His Imperial Majesty empowers Viceroys and Vicereines to oversee regional viceroyalties in his name, coordinating efforts against regional-scale threats and conducting diplomacy between the domains within their jurisdiction.
His Imperial Majesty expects Viceroys to a) maintain stability, discipline, and the Three Traditions, b) represent the interests and needs of Princes to the Emperor, and c) maintain open communication between the domains of the viceroyalty and the larger Empire.
Princes
His Imperial Majesty maintains that Princes are and shall ever be the sovereign rulers of their domains. Princes within the Empire are expected to a) maintain control of their cities, b) defend the traditions, and c) protect their subjects from antagonists and threats.
II) The Voice of the Emperor, Sir Andrew Hamilton
His Imperial Majesty does empower one to serve as an intermediary between the Emperor and various fiduciary organizations, including, but not limited to the following:
Executors (Mister McGreggor) His Imperial Majesty understands the nature of one's beast does not encourage peace and tranquility, and thus his Voice does task the High Executor to organize Executors and Executrices as traveling agents of the empire. They will settle disputes, arrange deals, and ensure that the business of the Empire continues to operate smoothly.
Commissioners (Vacant) The Masquerade must be maintained, in accordance with the First Tradition of Society and the Second Canon of Monachus, and thus his Voice does task the High Commissioner to collect and maintain money, real estate, and mortal influence so that it may be used by His Imperial Majesty rapidly and effectively to defend society and to preserve the Masquerade.
Pursuivants (Vacant) In these nights information must travel rapidly and securely. And thus his Voice does task the High Pursuivant to keep communication through the Empire.
Interpreters (Sir Alexander Hill) His Imperial Majesty must contend with the varying dialects and languages the world over, and retains specialists to gain fluency in the disparate cultures of the Empire. Thus, the Voice tasks the Imperial Interpreter with gathering information and cultural knowledge for the good of society.
III) The Will of the Emperor, Alder William Talbot
His Imperial Majesty does recognize that unruly and maladjusted kindred will, on occasion, present a clear and present danger to society, and thus His Imperial Majesty does empower one to enforce his edicts. The Will organizes martial force and oversees military intervention, coordinating between the various organizations who serve the emperor, including but not limited to the following:
The Most Honorable Order of the Thorned Wreath (Sir Franklin Sutter)
His Imperial Majesty will be protected and to that end The Will does task the Knights of the Thorned Wreath to provide personal protection to the Emperor and important dignitaries of the Empire.
The Catechism (Alder Thomas Tull)
His Imperial Majesty will protect the Empire, and to that end the Will does task the agents of the Catechism to deal with the most dangerous of internal affairs, rooting out sedition and treason wherever it is found.
The Misericordia (Mister Sigmund Porter)
His Imperial Majesty will defend the Empire, and to that end the Will does task Agents of the Misericordia discover and destroy the emperor's enemies.
IV) The Privy Council (Vacant) His Imperial Majesty knows the worth of experience and intelligent advisers, and thus empowers a chamberlain to convene a Privy Council consisting of members of every covenant. The Privy Councilors shall offer confidential advice to His Imperial Majesty on matters of state while bringing to his attention matters pertaining to their own constituencies.
V) The Imperial Harpy (Madam Jacqueline Strout) The Imperial Harpy lauds those who serve the empire and denounces those who harm it. She wields the name and standing of all loyal subjects to support and detract from the social standings of those so deserving.
Important Concepts:
Lawful Domains are domains in which the praxis holder acknowledges the authority of the emperor.
Non-Member States are domains which choose to remain unaffiliated with the Empire, yet which do not present a clear and present danger to the stability of society nor stand in opposition to the Traditions.
Rogue States are domains which pose a clear and danger to to the stability of society or stand in opposition to the Traditions.
A Viceroyalty is a large stretch of territory encompassing multiple praxes, overseen by a Viceroy or Vicereine.
Imperial Censure occurs when a subject of the empire acts in ways that demand a reduction of standing. Such censures are administered by the Imperial Harpy. Imperial Bloodhunts are bloodhunts that extend beyond a single domain.
According to ancient tradition, any Prince may bloodhunt someone within their domain for any reason. In this event, the Prince may, if he or she chooses, recommend to the Viceroy that the bloodhunt be extended across the entire viceroyalty. Similarly, a viceroy may recommend to the Emperor that the bloodhunt be extended across the entire empire. In this way, toxic elements may be banished from dozens of domains instantly, yet they might similarly be welcomed back into society after making suitable restitution.

Unto Society,
I wish for all to know, the murderers of His Excellency, Alder de Gaulle, the Viceroy of Georgia, have been captured and tried for their crime against the Empire. Mike Hudson of Auburn, AL was given opportunity to say something for himself and chose, instead, to shriek anti-Imperial rhetoric. He was allowed to finish his rant when his sire, Mr. Robert de Chevelle, the Viceroy of Alabama ended his requiem. The Gangrel known as Mr. Alexander Blaine was also given opportunity for final words. He choose to throw himself upon the Emperor's mercy, begging for clemency and offering a life of service for the life he took. The Will of the Emperor, Alder Talbot, granted this clemency and Mr. Blaine has been allowed to live.
Father Karl von Himmler gave last rites over the ashes of Mr. Hudson and heard the confession of Mr. Blaine.
Sir Artus le Jumel hosted a gathering at which Alder Xavier de la Cruz announced that he has accepted the position of Minister of the Emperor's Privy Council, meaning that he will be convening, coordinating, and facilitating the Emperor's closest advisers. Sir le Jumel, currently serving as Seneschal of Paris, stated that although his domain has not joined joined Prima Invicta, he understands its purpose and believes in its mission.
At the end of the Invictus meeting, Sir Samuel Cole announced that Mephistopheles, the creature who wreaked so much havok at the Imperial Coronation, was on its way to the gathering Dahlonega. He rallied the Invictus and its allies to destroy it, reminding the assembled kindred that the Invictus must maintain order, and they returned to defend the larger gathering with weapons in hand.
Mephistopheles appeared shortly thereafter and rendered Bishop Alexander Frost to ash. A melee ensued, and the demon was finally destroyed by Alder Xavier de la Cruz, wielding the ancestral sword of the Petrovskii family, lent him by Sir Alexii Petrovskii of the Order of the Eclipsed Moon.
The destruction of Mephistopheles, paired with the imprisonment of Venatrix, demonstrate that the threats to society first encountered in Cincinnati have been defeated in the Emperor's name.

Kindred of Society;
I write these words to you with a heavy heart. By now you are aware that last Saturday evening, Mister Marcel Saint Ives, commonly known as the "Dragon Prince," murdered and diablerized Emperor Clement. Mister St Ives attempted to destroy us in July 2009, when so many of us were weakened by his sorcery, and he nearly destroyed us again a few days ago. He had come to Georgia seeking the diablerie of a potent Invictus, and with the destruction of the Emperor he had come one step closer to his goal.
The best trackers, occultists, and soldiers of the Empire were given the task of finding him. They pursued him for several hours, cornered him, engaged him, and destroyed him, but at grievous cost: Lord Earl Fraley, Alder Egan McKenna, and Sir Alastair Mason were destroyed in the ensuing melee.
They died as they lived - vigilantly defending the walls of society, holding the line against that which seeks to harm it. Many will remember them as the first to take up blades against diablerists, oathbreakers, boonbreakers, infermalists, and other enemies of society - indeed, they were often hated for their vigilance. The reality, however, is that we who remain persist only because their blood has been spilled on our behalf.
We are their legacy.
I was standing in the Emperor's summit when news reached me that Lord Fraley, Alder McKenna, and Sir Mason had met their end. As I gazed over the throng of kindred sitting at their tables, trading gossip and boons and insipid trivalities, I knew that few understood that their continued existence had been purchased with the blood of heroes. I knew that few would pause their politicking to thank the fallen dead. I knew that few would mourn the destruction of giants.
These kindred never sought accolades from the masses; they never expected gratitude for their service. Rather, they did what needed done, night after night, week after week, century after century, because they understood that if the world is to endure, it must be defended. They died knowing that if order is to be maintained, sacrifices must be made.
This coming weekend, princes across the world will hold court. Elysia will be populated, harpies will gather gossip, and the world will continue much as it always has. The destruction of giants will be but one more piece of news wielded by idle tongues to make themselves appear informed.
Will you, the beneficiaries of these sacrifices, return to your normal requiems? Or will you take the place of these fallen giants on the walls of society? Will you fill these gaps left in the line of battle?
With the names of the fallen Flayed burned into my mind and etched upon my heart, I know my answer.

Empress Alita de la Cruz. I won't speculate on what she might do, but it's worth noting that her predecessor remained silent on the subject, neither supporting nor condemning McGregor's personal choices. At least not in public.
Sure, condemnation would have been nice, but lets be specific and accurate in our criticisms. They're more effective that way.

Beg pardon, but perhaps I missed the answer to this in another thread. Wasn't she murdered (directly or indirectly) by the late Hector Castle? My archives show quite a fuss about it on the lists.
With all the recent trouble involving dopplegangers, I do hope someone in Atlanta did their homework.
